Establishing a recycling plant in India is a multi-stage process requiring approvals from central and state authorities, technical feasibility studies, and ongoing compliance with environmental regulations.


Phase 1: Techno-Economic Feasibility Study (TEFS)


Before investing, a comprehensive study is essential:

  • Feedstock availability and collection radius
  • Technology selection (shredding, hydrometallurgy, pyrometallurgy, etc.)
  • Capital expenditure and operating cost analysis
  • Market for recovered secondary materials

  • Phase 2: Site Selection & EIA


    Sites must comply with land use regulations, be away from sensitive zones, and have adequate infrastructure. An Environmental Impact Assessment (EIA) may be required.


    Phase 3: Statutory Approvals


    **Consent to Establish (CTE):** Obtained from the State Pollution Control Board (SPCB) before construction. Requires detailed project report.


    **Consent to Operate (CTO):** Post-construction operational permit from SPCB.


    **Authorization Under Hazardous Waste Rules:** Required if handling hazardous waste categories.


    **CPCB Authorization:** For becoming an authorized recycler eligible to issue EPR certificates.
